LGB 21741 DCC issues - Piko vs Z21 controllers

Hello everyone, a newbie here. I bought a used LGB 21741 steam loco. I addeded it to my Piko controller and Navigator, gave it a unique address (CV1 =8), and it worked fine. I am now upgrading to a Z21 control system which works fine with my other locos including the LGB F7. The Z21 appears to talk to 21741 - e.g. I can change and read CVs, but the throttle has no effect - it just sits there. When I switch back to the Piko system, without changing anything on the loco, it works fine. I am obviously missing something, but don't know what. On another forum we were told that the 21741 does not come with DCC, so the card in it must be after market. I have no idea what brand or how to figure that out. Any advice or help appreciated.
 
Update: CV8 = 99, CV 7 = 41 which suggests the DCC decoder is Lenz Elektronik but I have no idea what model (CV7=41) should identify it but I can't find a list of codes for Lenz.
 
Sounds like a very early Lenz decoder?
Probably only supports 14 speed-steps, and serial commands.

Does your Z 21 support serial commands?
Check that The speed-step setting of decoder and the definition in the Z21 match.

Thanks, PhilP. It's a Lenz LE103 which appears to be very early. I'm too new to the Z21 to know how to check serial / parallel or speed steps but I'll work on that tonight. I found a German manual for an LE103 but it was less than helpful even after a pass through Google Translate. Appreciate your help
