Mike's half-right. The steps are located in place by two small (about 2mm) semi-circular lugs which engage with holes in the red cab baseplate. Those holes are visible if you open the cab door. The steps are then secured in place by the air reservoir tanks which come in two semi-circular pieces and get screwed into a projecting lug which protrudes from the underside of the cab baseplate. If the air tanks are missing, you have a problem!

The exploded diagram for the Mallet is on page 4 of this: http://www.champex-linden.de/lgb_pr...ADCC8F1661385256B2F005BFB85/$FILE/22852-1.pdf

Hope that helps. If you are missing a bit try Modell-land in Germany. Although it's not obvious from their website, they do speak English and, if asked, will accept Paypal. http://www.modell-land.de/ersatzteile-dampfloks-drmallet-sound-20850-c-187_189.html
