Looking at it from the customer side, I found these rules benefited me lately when I'd purchased an item on eBay that subsequently turned out to be stolen.
It allowed them to recover the money even if the seller had an empty PayPal account and was ignoring correspondence.
Getting the money back wasn't just as simple as clicking a button, they needed me to fax them a signed affadvait and letter from the police before they would consider my claim.
I would, if selling, make sure that anything I sell is sent using a tracked delivery service, so that the buyer cannot claim that they haven't received the item.
Then at least you can pursue Royal Mail for compensation.
