I cut and pasted this from an email. initially I thought "wow, someone is listening after all the complaints re overcharging for postage' but then it becomes obvious that it makes more money for eBay and items I buy from the US for example will not be affected unless these new rules are also coing in fro the US as well. I cant understand how an envelope airmail from the UK can be reasonably priced yet a similar sized item from the US is way over the top. Anyway read on:

There are a number of important updates and changes coming in the Autumn Seller Release, a quick overview of each are set out below.
Changes to the fee structure
From 6 May 2014 selling fees (final value fees) will be charged on the total cost of a sale, i.e. the sale price + postage cost.
With more than 60% of items sold on eBay.com.au already offering free postage, the new way of calculating final value fees means all sellers pay a fee based on the total sale price, whether postage is included in the cost of an item or charged additionally. Customers love free postage and we know it can help increase the likelihood of a sale. If you can't make it free, make sure it's reasonable.
If you currently offer free postage on most of your items, this change will have little or no impact on you.
Save 10% on postage
The recently launched Australia Post label printing service on eBay makes posting your parcels cheaper and easier. Use label printing and:
• Save 10% on all but one service with our negotiated rates
• Manage all your postage directly from eBay
• Purchase and print your postage in just a few clicks
To help you manage costs while adjusting to the change in final value fees, for a limited time from 6 May, we're giving you a 10% rebate on the only service not already offering a negotiated rate (500g assessed parcels) when using our label printing service.

Automatically relist your unsold items for free
You can now take advantage of our new auto-relist feature. We know 10 days isn't always long enough for some items to sell but recognise the importance of creating a 'sense of urgency' in your listing. This new feature will automatically relist an unsold item up to three times at no extra cost and without counting towards your monthly free listings.
More ways to save
This year we're running more selling promotions than ever before. You can save with final value fee discounts, more free listings and coupons for selling high value items.
Starting in May, we're going to test out a new voucher promotion for non-business sellers. Simply sell an item for $500 or more and you'll be rewarded with a $30 voucher to spend on eBay. Look out for more information coming soon.

In May, we'll be launching eBay Collections. Already available on eBay.com, Collections are an inspiring and visual way to collate items with a common theme or interest. Use it to increase your visibility and showcase your products to new and existing customers and maybe even drive more sales.
Share your Store and your Collections on social sites like Facebook, Twitter, and Pinterest and build customer loyalty with the introduction of the ‘Follow' button.
