I will reply to my own post in case it helps someone else. I found that there was no way I could get the blade assembly free of the shaft so I moved my efforts inside. There was a little circlip in a grove on the shaft preventing the shaft from moving outward. I removed that. Then there was a brass flywheel that seemed to be held to the shaft with CA cement. I was able to hold the shaft with vice grip pliers, grab the flywheel with large channel lock pliers and twist it to break the hold of the CA. Then wedging a large screw driver into position I could lever the flywheel off the shaft. That flywheel is now drilled and tapped for a set screw for when I replace it all. I was now able to draw out the hole rotary blade assembly and shaft out of the front of the plow, and am working on a brass replacement for this. After that, the puny motor will get replaced by something with real power.
