It seems the City leaders of Melbourne wanted to create a piece of public art that looks very reminiscent of an event in Coronation Street (TV soap) when some years back a Tram plunged from the viaduct at the end of said location. Anyway it is very useful to plebs like myself at illustrating the gubbins under a tram!
