My experience of what appear to be bargain li-ions is not good. I bought some which were advertised as 3000mAh which turned out to be nearer 1700mAh when I actually came to use them. There's a couple of sites on the web which have test results for various types of lithium batteries, such as this one for 18650s.
Also, what appear to be 'branded' batteries sold on eBay are quite often cheap rip-offs. I tend now to use only reputable suppliers who guarantee the capacities and makes of their batteries. They cost a bit more, but I feel it's worth it as I know what I'm getting for my money.
