As far as I understand, the water tank cars are part of the HSB fire protection measures for the summer months and not for supplying water for the the locos. The wagons also serve as advertising boards for the HSB anniversary.
The label on the box states "Loeschwasserwagen" translated on the label to "Fire Extinguisher Water Car"
No Gizzy, thats not the reason they are used. they are standard gauge wagons which sit on a transporter wagon and are full of water for firefighting. As a lot of the HSB network is within forested areas with very little road access and the steam loco's are coal fired, the risk of a fire in the drier season is high. When we were there last year we saw two. Do they have to 'import' the water because the local H2O is too hard, or is it just to get the water to other parts of the network?
