I have certainly made buffer blocks that way and they lasted quite a while with a good dose of gunky paint. Failed in the end as damp got in where I used a screw to hold in place on the line, after all they did need to stop a train!
I have seen pix of buildings made from solid 4x4 or 6x6 lumber, either painted or clad with plastic siding.
Good way of using up offcuts, and they should last a while.
No, but no reason not to, so long as you are aware that they will have a finite lifespan. Using pressure treated timber will extend this to some degree.
