When I was working on a golf course we used to "renovate" the greens yearly just before the start of the growing season (Spring?).
We used to scarify the grass to remove the thatch layer, then aerate to with an aerator to allow air down into the root zone, next a slow release fertilizer was applied finally the whole lot was top dressed with sand.
The holes made by the aerator allowed the fertilizer to get down into the root zone and the sand filled the holes which allowed water to penetrate and not run off.
I would be careful about rolling wet soil as it can lead to compaction problems which then leads to water run off and the grass dies because it is in something like a drought situation

Perhaps you could hire an aerator similar to this one it is a roller as well so use when the soil is damp not wet..
