Check you are measuring across the TOP pin, and the MIDDLE pin.. - The bottom two pins are supply, and would give 5V no matter what you do.

Did the deed. I see a variation in output voltage from about .22 volts to about .55 volts. That's with 5.5 +/- input voltage. So I checked the servo tester again with a servo attached, but no movement on the servo.
